Summary: It does not have eyes or a mind, yet it knew everything that went on behind closed doors. It does not have feelings and it does not have a physical body, yet it accompanied the Minister wherever he went. It knows all about the power changes that happened in the Ministry, but it does not have a voice with which to speak.
